Defense Council meets in Holguín to assess current situation

The Provincial Defense Council (CDP) of Holguin met this Wednesday night for the first time in 2021, presided over by its president, Ernesto Santiesteban Velázquez.
In the meeting it was informed about the country's decision to move the province to Phase III of the Recovery Stage, together with the Autonomous Transmission phases for the municipalities of Moa, Frank País and Holguín, in addition to Banes to Phase II of the Recovery Stage and the activation of all the Municipal Defense Councils and the working groups and sub-groups, with a daily systematicity.
"In all municipalities, production will be maintained using the necessary hygienic-epidemiological measures, and support for these activities. All possible measures will also be used in work places for the performance of their activities as it was done in April, May and June last 2020.
"It was also said to inform the population of the new decrees 30 and 31, together with the prevention work by the taxing agencies. It was also extoled the importance of complying with the social distancing and the measures established for the meetings", pointed out the president of the Council.
Later on, Santiesteban Velázquez informed about the order of the sessions, in which the following topics will be analyzed each day:
- Reporting from the Health group on Covid-19.
- Situation of the isolation centers by the Social Economic Group.
- Accountability of the groups and sub-groups.
At the conclusion, Dr. Katia María Ochoa, provincial director of Health, began her presentation with the good news of the entry of resources to combat arboviruses, and then listed the 11 cases diagnosed on the day.
"In the last 15 days, 224 cases were confirmed, with 205 autochthonous and 19 imported, 77 suspected and two serious patients at the "Dr. Fermín Valdés Domínguez" hospital," she added.
During her speech, she pointed out the increase in respiratory diseases, which, in her opinion, shows the decrease in the use of masks by the population.
At the end of her speech, Juan Miguel Morán, coordinator for the Defense Programs, spoke about the isolation centers and their capacities. "Every day we will check the incidences to process their solutions with the entities and organizations in charge", he said.
"There is a decision of the country so that as from February 6 travelers arriving in Holguin will comply with the established period in isolation centers," Ernesto Santiesteban added.
Regarding the agglomerations in pharmacies and markets, Juan Miguel indicated to each territory to adopt the necessary measures to avoid contagions and reduce them.
Regarding the course at the University of Holguin (UHO), Isabel Cristina Torres, its rector, said that since the last few weeks they have been working intensively on the completion of the studies of those who are in their fourth and fifth years, with folders of their study systems ready to take them home.
"We have the novelty that Etecsa gives us access to the UHO pages free of charge, which facilitates the continuation of studies. In the case of the teaching scheduled for next week of the courses by meeting in our headquarters in the provincial capital, Frank País and Moa, they are suspended until it is possible. The rest will be decided by the Municipal Councils", said the rector.
In the Transport sector, according to the precisions of René Rodríguez, provincial director, trips for consultations, treatments and medical discharges will be maintained, in addition to pointing out that in the next few hours they will inform on the media and their social networks the measures adopted in this entity.
"We must extreme control measures with the use of fuel in each territory," addressed the president of the PDC.
"We must also control the resources in the inventories of the entities and agencies that decrease their activities due to the situation, together with the follow-up of the payment to the workers with the compliance of the sanitary measures", said vice-governor Yunia Pérez Hernández.
Regarding the measures established for the accesses to work and service centers, the secretary referred to the fact that they must have a person in charge.
He also called on self-employed workers and establishments providing services to prepare products to take, never to stay.
Then, each municipality expressed criteria and the measures they are taking to avoid contagion and the vitality of its territories.
Before finishing, Ernesto Santiesteban pointed out that together with the activities of the Council, press conferences will be held to inform about the situation of the disease in the province, in order to bring the information as close as possible to the population of Holguín and its municipalities.
