In the presence of the First Deputy Minister of the Republic of Cuba, Inés María Chapman Waugh, the Provincial Council of the People's Power of the province of Holguín met, where Governor Julio César Estupiñán Rodríguez, presented his accountability report on his administration, as an example of democracy.
The meeting was attended by the member of the Provincial Party Bureau Rosa María Ráez Abigantú and officials of the Directorate of Attention to the Local Bodies of the People's Power, in the Council of Ministers.
Once the Governor's report was heard, the Provincial Council of People's Power presented its recommendations and the evaluation of his management based on the following topics:
- Fulfillment of the assignment given by the Constitution and the laws.
- The progress of the Provincial Government.
- The economic situation and implementation of the province's development strategy.
- The results of policies and programs.
- The attention given to the approaches and complaints formulated by the population.
Among the recommendations made by the Members of the Provincial Council of the People's Power is to expand the use of the development strategy of Holguin province.

Presidents, Vice Presidents and Intendants of the 14 municipalities recognized the presence of Estupiñán Rodríguez in the confrontation to the Covid-19 and the support in the attention to the neighborhoods, as it corresponds to him as Governor of Holguín.
To this respect Estupiñán Rodríguez added: "I believe that the first thing in this structure is to work with unity, values and to avoid mistakes as much as possible, without forgetting who we are and where we come from", because that is to govern for the people.
In her speech, the Vice Governor of Holguín, Yunia Pérez Hernández, expressed: "constant work, detailed attention and unconditional support" have marked the Governor's administration.
The Vice Premier of Cuba, Inés María Chapman Waugh, in her intervention before the Provincial Council insisted on the proposals of signals and recommendations to the Governor to solve the concerns of the population.
"We know Holguín, of its problems, but also of its strengths. Of its universities and scientific institutions that are still at the forefront of the battle against Covid 19."
"The work of this Provincial Council of People's Power must be based on the preparation of its members, political-ideological work, information, communication and dialogue with the people."
"We have to apply organizational forms that expedite and solve the procedures, concerns and needs of the population" expressed Chapman Waugh.
"It has been rendered account in a difficult stage, we must solve the pandemic problem, autonomy and decentralization of competencies, food production, goods and services".
"We will plan, execute, work by processes, increase control. Link the population exchange with the youth, increase the executive capacity of the cadres".
"It is necessary to strengthen and promote participatory forms in the municipalities, to achieve true popular power. To measure with clear and precise indicators where our action is the basis."
"In Holguin there is a lot of talent, capacity and will. Let's work to advance, computerize and improve the life of our people".
Other recommendations came from Rosa María Ráez Abigantú, member of the PCC Provincial Bureau in Holguín, who said, "I think we must prioritize the solution of the conservation of cultural heritage and improve hygiene, food and health in our province."
"It is vital to increase the control and supervision of every decision taken from our highest leaderships of the Party and Provincial Government," added Ráez Abigantú.
"As a Provincial Government structure we must move forward from the grassroots. To work with, by and for the people and to perfect our work system every day," was one of the many answers of the Governor of Holguín.
"As a Provincial Government body I feel more responsible before the people and I believe that together with the Party, the Provincial Council and all the Holguineros we can make Holguin advance", were the words of commitment of the Governor Julio César Estupiñán Rodríguez, at the conclusion of his rendering of account.
During the morning session, the Deputy Prime Minister Inés María Chapman Waugh was dismissed from the Provincial Council of the People's Power of Holguín, who went to the municipality of Banes, for the session of the Municipal Assembly.
