Holguin: New measures taken by Transport Company to face COVID-1

Starting May the first, interprovincial transport will be limited so much for state or private means of transportation of any kind, but for exceptional cases previously authorized by the Provincial Defense Councils (CDP for the Spanish acronym) of the provinces of origin and destination.

The Police, Health and Transport will work together at the permanent checkpoints established in the access roads to the province in the limits of the municipalities of Calixto García, Cacocum, Urbano Noris, Gibara-Velasco, Sagua de Tánamo, Cueto and Moa, through which the entrance and exit of passengers will be prevented, evaluating those that have the coordinated authorization of the Defense Council of the province of origin and destination, according to the case.

The Defence Councils of the province(s) to which the transfer of persons is authorized will be informed with at least 24 hours earlier, so that they receive notification of whether they agree or not, what means that the CDP interested in having the authorization for traveling must do so at least 30 hours in advance to the person designated by the CDP for permission.

In all the municipalities, telephones will be opened for entities or individuals in need of traveling by their own means to make their claims to the persons designated by the MDCs; once heard, and considered the trip is necessary, the permission will given. This also includes the transportation of workers to other provinces.

The exclusions from this procedure are the passengers with medical discharges who are taken on the authorized service by the National Bus Company. However, the itinerary of those trips must be reconciled with the Defence Councils of each territory, so that measures can be taken to check on the arrival of the passengers. The Directorate of Operations of Provincial Transport Company is in charge of ensuring the trip thru the municipalities for those living outside the municipal head towns.

The authorization will be through an official form, with consecutive registration and leaving a copy, sealed and signed by comrade Rosell González Pérez, the Coordinator of the Programs of the Provincial Government, good to say that the document is valid 24 hours after been issued.

The State Traffic Unit is responsible for the control, follow-up and coordination with the provinces of origin and destination of the planned cargoes to be transported. No passengers are allowed in those vehicles, only the corresponding crew.

Measures of transport regulation in Holguin province:

Only those vehicles from the state sector that have the sticker on the windscreen passed by the CDP, and that are working on the services approved, will be allow to circulate starting May 1st.

The circulation of authorized administrative vehicles (with sticker) will be limited on weekends, if they have an authorization letter from the Director of the Entity, except those with special permission approved by the Ministry of Transport and the corresponding sticker.

The transportation of passengers and cargo by private means (motor or animal traction) is forbidden, with transport operation license suspended, and those in need and under justified reasons for personal use, should observe all the measures adopted by health authorities.

In the case of motorcycles, the license will be a letter issued by the Director of the entity in place of the sticker, specifying the days and times allowed to be working.

Inspectors will join the surveillance of transport use together with other forces to check all the measures approved for this phase.

All institutional transport communicators will disclose the new measures approved.

 

The local media thru radio and TV programs will spread spots designed together with the Provincial Commission of Road Safety on the measures taken.

The above mentioned measures should not alone be accomplished, buy also checked by the directors of the entities, whose vehicles are running along the road.

These measures will be systematically evaluated by the Provincial Defence Council and in accordance with the conditions of the current situation may be fully changed, or in part.
