The Provincial Directorate of Community Services Holguín, has the function of guiding methodologically, controlling, supervising and directing the work of the 14 Municipal Budget Units (UPM) of the province, which in turn are responsible for providing services to state entities and the general population. The UPM are subordinate to their respective Municipal Administration Councils.
