At the moment Holguín province is in the third phase of the recovery stage with three municipalities in limited autochthonous transmission (Holguín, Mayarí and Moa), two in phase 3 (Gibara and Banes) and one in phase 2 (F. País), the other eight jurisdictions in the new normality, of which the incidence has increased in the last weeks in Sagua de Tanamo, Rafael Freyre and Antilla.
Therefore, the following measures are determined:
GENERAL MEASURES:
To limit services in Banks, Post Offices, Municipal Directorate of Housing, the Taxes Office (ONAT), the Offices of Consumers Registration (Oficoda), only to what is indispensable.
To increase courier services in the network of pharmacies for the differentiated attention to groups like the elderly living alone or fragile, physically and/or mentally handicapped, and other vulnerable ones.
Not to allow in public spaces, markets, stores, bakeries, among others, minors, mothers with children, disabled and older adults.
HEALTH SUBGROUP:
To maintain daily updated information on the epidemiological situation of COVID-19 through radio and television programs and press conferences.
Intentional megaphone advertising at various points in localities and neighborhoods at risk.
To increase promotion on health and education in the communities, allowing the population to raise the perception of danger, risk and severity of the infection.
To create confrontation groups on Covid-19 in all municipalities, in order to increase demand, rigor and
discipline.
To reduce people's wandering and s mobility (work centers will be listed in each municipality and those who maintain vitality will be defined by their productive and service activity, both for the state and non-state sector, defining those who are teleworking or working remotely.
A modified lockdown will be declared for 14 days for the selected outbreak controls (more than 3 cases) in these municipalities with the corresponding closure of streets, prioritizing active investigation, isolation of contacts and using community facilitators for the delivery of food and medicines.
To implement movement restrictions in the delimited area of each outbreak with the participation of officials of the DIS, MININT, Public Health and mass organizations. To delimit and signalize the houses that are isolated in each outbreak.
To create a provincial group of sanitary inspectors (ISE) to carry out sanitary inspections in the commercial zone of the municipalities and in the radius of action of the active outbreaks. Decree 31 will be applied if necessary due to the violation of sanitary measures.
To continue to carry out timely focus control actions by the Rapid Response Teams in the health areas and evaluation and control by the quality control teams for their certification.
Ban at checkpoints in these municipalities the entry of transportation not carrying out any productive activity or service authorized by the Provincial Council Defense.
To restrict at banks (BANDEC, BPA) the number of personnel at the bank teller windows as well as banking procedures (maintaining company deposits, withdrawals for salary payments, among other essential activities).
Strictly comply with the isolation measures in the meeting places, carrying out only the necessary ones.
To reorganize at workplaces the arrangement of desks in offices to avoid crowds of workers and also to systematically disinfect air conditioning equipment, opening windows whenever possible.
To reduce elevator capacity utilization by up to 50%.
In the network of stores (Caribe, CIMEX, Caracol) only products will be sold in an organized manner (food, toiletries).
In the dining rooms of the Family Assistance System, home delivery service will be maintained, only in the municipalities with autonomous transmission.
The transportation of passengers between provinces and municipalities is suspended, the transfer of patients is maintained and exceptionally, those persons authorized by the Municipal Defense Councils.
To maintain priority attention to vulnerable groups, children and pregnant women, as well as health workers and those exposed to higher risks.
It is mandatory to wear masks properly.
Increasing clinical screening by family doctors and nurses with the participation of mass organizations, students and medical science workers, as well as screening through PCR using risk stratification in communities, workplaces and other institutions should continue on.
Entry of persons with signs and symptoms suggestive of COVID-19 or other communicable diseases to work centers and institutions is not allowed, ensuring their referral to health centers immediately.
To apply mandatory hand disinfection with 0.1% sodium hypochlorite or 70% hydroalcoholic solution at the entrance of institutions and systematic disinfection of surfaces with 0.5% sodium hypochlorite or 70% hydroalcoholic solution. Maintain footsteps at the entrance of institutions.
To require international travelers to present a real time PCR tests performed 72 hours prior to travel, from a certified laboratory in the country of origin, while maintaining compliance with the approved measures associated with international travelers, which include performing the PCR test upon arrival at airports and on the fifth day of their stay in isolation centers.
To ensure that the health services network (clinics, polyclinics, hospitals, emergency stomatology) continues to operate by reducing the number of consultations and guaranteeing care in a staggered manner.
To ensure strict compliance with biosafety standards in all services during medical, emergency stomatological and nursing care to all patients, as well as during diagnostic studies.
To ensure compliance with the suspension of visits to patients in hospital institutions.
Strict monitoring of compliance with the measures provided for in social institutions (maternity homes, nursing homes, psychiatric hospitals, homes for children without family care and ambulant centers).
EDUCATION SUBGROUP:
The educational teaching process is maintained with the following measures:
Compliance with epidemiological measures according to the protocol established by Ministry of Public Health (Minsap), based on the current situation in all educational institutions.
Attention to the teaching process continues the training through the audio conference system to managers and teachers for the implementation of curricular adjustments.
In the case of municipalities that declare themselves to be in indigenous transmission, the following has been indicated:
Primary Education will watch TV lessons in Educativo Channel, since they go in correspondence with
the contents that are being taught, in addition, systems of exercises will be elaborated to make it reach the students to systematize contents.
In Junior High and Senior High Education, the municipal methodological team has prepared a system of exercises by subjects and grades based on the objectives to be evaluated in the control work for its consolidation and distribution of the teaching staff by area of residence to control the students of the different levels in the fulfillment of the measures and accomplishment of the school tasks.
At the Technical and Professional Education Level, work was done on the preparation of a training
guide and final exam to obtain the 2nd year worker qualification, which the students will work on at their homes.
The teachers will work with flexible schedules, continue their preparation and will be in charge of the care and conservation of the resources of the educational institutions.
TRANSPORTATION SUBGROUP:
All public passenger transportation services are suspended in Holguín, Frank País, Mayarí, Sagua de Tánamo and Moa with origin and destination to these municipalities, both by state and non-state means,
The departure from and entry to the municipality of Holguín of both state and private means of transportation must be exceptionally conciliated with the Defense Council of the Municipality of Holguín, except for cargo transportation, the Ministry of Interior and the Revolutionary Armed Forces.
The permit for means of transport that enter and leave the province is given by the Council of Provincial Defense.
To reorganize the state vehicular circulation, previous authorization letter to circulate approved by the Council of Defense of the Municipality Holguín, Mayarí, Sagua de Tánamo, Frank País and Moa and to limit to 50% of foot in the means of public transport of passengers and worker transport. In the case of light equipment to 50% of its capacity.
To limit in the municipality of Holguín the capacity of motorcycles and mopeds to 50% and in the cases of cars and carts that provide cargo services in Gastronomy and Food Production, as well as communal services, their mobility will be certified by the Municipal Defense Council.
To prohibit the transportation of passengers in all means of cargo (only one companion in the cabin and within the municipality the laborers in the means of distribution).
The transportation of emergency medical shifts, hemodialysis, medical ambulance buses and medical leaves will continue to operate.
An agreement will be established with the companies and vital entities in the production and services for the transfer of the workers, mainly of Public Health.
Procedures in the offices of the State Traffic Unit in the municipalities of Holguín, Mayarí, Frank País, Sagua de Tánamo and Moa are suspended. In the case of the holders of natural persons, they are suspended ex officio due to exceptional situation.
The Transportation Operation License of the legal and natural sector is extended for 30 days in Holguín, Frank País, Mayarí, Sagua de Tánamo and Moa.
The service of the School of Road Education is suspended in the municipalities of Holguín, Mayarí, Frank País, Sagua de Tánamo and Moa. The requalification of professional drivers and holders with LOT in the whole province is extended for 30 days.
The support of state means of transport at stops and boarding points for the transportation of passengers is suspended, conducted by the People's Inspectors throughout the province.
Technical inspections are suspended at the center for the technical inspection of automobiles (FICAV in Spanish); their expiration date is extended for 30 days.
The system of reinforcements for the ambulance service is maintained, with means from other entities, to reduce the waiting time in the transfer of suspects to hospital centers, while ambulance repairs continue to be attended with priority.
FOOD SUBGROUP:
Measures for municipalities with limited autochthonous transmission or complex situation.
To readjust the service schedule of the stores from 7:00 am to 2:20 pm, except for the first 10 days of each month, when the normal schedule will be maintained in case another schedule is required, with prior authorization from the Municipal Council Defense (CDM in Spanish).
Fresh dairy products will be sold up to three hours after their arrival, being incorporated to the regulated released sale according to the needs and demand of the population.
Bread and powdered or fluid milk will continue to be sold on a daily basis, complying with the expiration cycle.
Industrial Markets will work until 1:00 p.m. selling from the doors taking care of the distance.
The Ideal Markets will work until 1:00 p.m., depending on their inventories, and on Saturdays until 12:00 noon.
Gastronomic services will be provided until 6:00 p.m. every day for take-out only.
The lodging activity is suspended; in the municipalities of indigenous transmission it will only be authorized exceptionally with the previous authorization of the Municipal Defense Council or Temporary Group. The extra-hotel activity of restaurant will be provided only in take-away services.
Alcoholic beverages shall only be for take-out, prohibiting consumption in the Unit itself or in places adjacent to it. Prohibit the sale of rum in bulk.
The sale of bulk and dispensed beer is prohibited. In the case of canned and bottled beer, it shall be sold in a regulated manner and in natural conditions to take away, subject to the approval of the CDM or Temporary Group.
It is ratified that in the Family Care Systems the modality will be at home, prioritizing the delivery of lunch and food, collection by a family member or a representative, establishing coordination with the Labor Directorate and the authorities of each territory to ensure compliance.
Stop activities in nightclubs, cabarets, bars, marriage palaces, and other facilities with wedding celebrations, quinceañeras, birthdays, maintaining only the activity of food processing in take-out services. The use of swimming pools is prohibited in the units belonging to the Business Group of Commerce and the Expo Holguin Company.
The Technical and Personal Services Units will work from 8:00 a.m. to 2:00 p.m. until Saturday.
In the State Directorate of Commerce and the Consumer Registration Offices, the service to the population will be adjusted from 8:00 am to 12:00 noon from Monday to Friday.
Sales of chain store products will be carried out in coordination with the Municipal Defense Councils, ensuring the deconcentration of the products being marketed, as conditions permit.
GLOBAL ECONOMY:
To carry out survey of the resident labor force in the municipality Holguín that provide their services in other territories, to grant permission of entrance and exit by border, previous coordination with the entities lenders of services.
Proceed to the closing of the Bazaars, authorizing only the sale of products in the homes of the patentees or maintain 30% of the labor force from Monday to Saturday, with the analysis of the labor guarantees.
To rearrange the banking services with priority in the daily deposit of the companies or entities of the municipality, the rest of the services to limit them for the duration of the phase of limited autochthonous transmission.
