The first meeting of the year with the presidents of the People's Councils of Holguin province discussed a wide agenda under the presidency of Governor Julio Cesar Estupiñan Rodriguez, and Deputy Governor Yunia Perez Hernandez, with emphasis on Tarea Ordenamiento (Ordinance Task).
Rigoberto Rivero Durán - official in charge of the Agrifood Programs for the Provincial Government - made an important analysis which led to the debate on the grass-root work, that is to say, the community and its production units, the municipality and the distribution of what is produced there to achieve self-sufficiency, including the per capita pounds (about 30 pounds per month) of food, vegetables and fruits by the agricultural sector.
In this respect, the Governor recognizes that the province has a better supply today, but that work is being done to increase the levels of animal protein, especially in the called creole pigs, and in small livestock where the production structures will be in charge of increasing the number and species to be bred.
Estupiñán Rodríguez emphasized that the application of Decrees 30 and 31 as part of the Ordinance Task is bearing fruit, and the good thing is that the people are grateful for it.
The control of what is produced for its commercialization by legal means has been decisive in this sense, and from there comes the salary of the boards of all the productive forms, said the Governor.
And to support the latter statement, Rivero Durán said that if a good contract is made for the sale to the State, after the commercialization plan is met, the production units are protected by the law to sell to the highest bidder and obtain higher profits.
On her part, Dionisia Milagros Portelles Duque, Provincial Director of the DIS in Holguín, referred to the educational talk before the application of the fines, but she urged not to be afraid to face the seizures, to the necessary sanction because this is educational as it is directed towards respect and institutional order.
Therefore, Juan Miguel Morán Martín, as the person in charge of defense matters, remarked on the sanctions applied after the approval of Decrees 30 and 31, both in the state sector and by self-employed workers.
The fines applied total more than two million pesos, including price violations, failure to update information boards, problems with weighing, failure to hold health licenses or marketing products without proper documentation or of illicit origin.
In addition, he called for the reinforcement of vigilance from the neighborhood where prices are speculated and resold at levels much higher than those marketed by the State, and where hoarders and resellers encourage State offers and irritate the people.
And if we are talking about order, after the salary increases, more than twelve thousand people have applied for jobs, mostly in food production and agriculture in particular, acknowledged Alberto Leyva Rojas.
The coordinator in charge of the Economy Programs also referred to the accounts receivable, the losses that have been occurring in some companies, the reorganization of the dinning rooms of the Family Assistance System (SAF, for its acronym in Spanish), among other topics.
In this regard, the Vice-Governor reflected that all the personnel have been trained for the implementation of the Ordinance Task, therefore, she highlighted the need for those who are closer to the people to be much better updated, not only to give explanations, but also to take this important action along the right path.
The Governor emphasized the need to attend to vulnerable groups, to update the figures of the SAF dining rooms, of the school snack, that the ceiling price of the workers' dining rooms is 18 pesos, never more.
Analyzing the current outbreak of covid-19, Dr. Yosvany Anache as Deputy Director of Hygiene and Epidemiology in the province of Holguin, not only updated the figures on the latest confirmed cases, active ones and in isolation, but also clarified that the PCR test is not performed until the fifth day of the last contact.
He also specified the actions to be taken, such as with the positive cases detected and international travelers to the isolation centers - a situation under control.
He also called on the municipalities to comply with the protocols, as some violations of discipline are of concern, such as children in the street because their school has been closed, young people in groups without the required protection, among other infractions.
The Governor emphasized that the municipalities must also foresee the creation of new isolation centers, and attend to them accordingly, either in schools that have been temporarily closed or other facilities with conditions.
The construction of housing was also analyzed; where Angel Lazaro Gonzalez, as the official in charge of the branch, recognized that the province of Holguin was below the plan this 2020, that only the variant of by own effort overcomplied, not so in the so called basic cells, which benefit vulnerable groups.
Ángel Lázaro emphasized that progress can be made if each municipality proposes it, where the check of what has been done must be done on a daily basis.
