
With a varied agenda the Provincial Council took place this June 15, under the presidency of Governor Julio César Estupiñán Rodríguez, and the presence of the First Secretary of the Party in the province of Holguín, comrade Ernesto Santiesteban Velázquez.
The Governor affirmed that covid-19 is a regrettable moment but that it is necessary to keep it in the historical memory, for that reason, a book is being written in Holguin.
He urged, in addition, to advance in those places where the premises in order to preserve the memory of the province still present problems.
In this Provincial Council the high demand of trained force is highlighted. In this regard, the Governor emphasizes on the preparation of young people.
Current issues were discussed in this council, such as the fight against COVID-19, illegalities, food production and the Commerce system, among other topics of interest.
It was precisely the situation of the latter the most widely debated, where the municipalities with the greatest problems were criticized.
Among other shortcomings, there is the delay in the commercialization of products such as cigarettes, problems in the weighing, and the sale of construction materials.
It was reported low levels by the Food Production Company in some municipalities, which are below due to different causes.
It was explained that the decrease in production is due to poor deliveries from provincial and national suppliers, the scarce presence of some products, but also to the poor management of the administrators, among other causes.
In this videoconference, the progress of the improvement of the Working Improvement Parameters in Commerce was analyzed, where there are problems in the categorization of managers and the home delivery service is not exploited, something that the PCC First Secretary deplored.
There are still some situations in several municipalities of Holguín province, especially in the characterization of the units to look for local solutions or put them in the investment plan.
The EnZona electronic payment system does not reach the desired level, a service that is not promoted due to the lack of interest by the administration, said the provincial director of the sector, Nelbis Patterson Oramas.
It was said that there has not been the necessary change of mentality in some managers who do not make the corresponding purchase and sale management, for example, with the production units, the processing centers, the micro-industries and even with self-employed workers.
The Governor refers to his concern about the decrease in the commercial circulation: "Here there is a lack of vision, there is no self-management, the potentialities of each place have not been taken advantage of to increase the commercial circulation".
It is reported that from Monday 20 of this month, the provincial coordinators will visit all the municipalities to verify the contracting of products for Commerce.
In the meeting, the implementation of orientations by the State, Government and Party was discussed, in addition, about the cadre policy - with emphasis on the youth, the demand for trained forces, the preservation of the historical memory, and the proposals of the voters.
Also, the delivery of goods to families in need was approved, as well as housing procedures, and there was also a debate on the approval of the documentation for the regulations of four places linked to tourism development, especially in the municipalities of Antilla, Banes and Mayari. In this sense, the Governor urged to work in accordance with the law and to maintain communication in order to avoid mistakes.
The solution to the voters' claims is also checked and the municipalities with the greatest problems and the entities that fail to offer solutions are pointed out.
Delays in the constituents' proposals are analyzed for Hydraulic Resources, where what was lacking was communication with the base, rather than the solution of problems.
The Electricity Company refers to its demands, some of them solved, others yet to come, as well as those with material limitations.
The representatives of the Poultry and Transportation companies also gave an account of previous statements made by the voters. Likewise, the municipalities indicated as Mayarí, Rafael Freire, Sagua de Tánamo those that are below the provincial average.
In this meeting, with a broad agenda, the discussion of the documents and results of the Eighth Congress of the Communist Party of Cuba in the municipalities of Holguin stands out.
An evaluation of the management of the Administration Council of the municipality of Báguano is also highlighted.
Food safety was analyzed in this Provincial Council.
It is explained that the situation remains unchanged in this area due to insufficient management of the entities, therefore, it is requested to work strategically, that with a good initial diagnosis -according to availability of resources- goals can be set to gradually eliminate deficiencies, largely caused by poor management of producers.
Emphasis is placed on the importance of promoting good feeding practices, emphasizing variety and quality. No institutional outbreaks have been reported, but rather family outbreaks.
Ramón Rodríguez, who is in charge of the SAN Plan in the province, addresses the main problems that impact food safety. He referred that it is important to produce but observing quality.
The First Secretary of the Party emphasized that there are problems but that they are gaining in awareness, however, it is necessary to go deeper to continue improving the situation, for example, in resources that used to be discarded, he also asked for the control of products of high demand, such as rice and flour, which the State deposits in state entities or not for the benefit of the people, and if they were used properly, the situation would be less tense.
Finally, the management of the Báguano Administration Council is discussed, where the agricultural crops, the sugar sector, cattle raising, the fight against crime and illegalities, attention to the population, among other aspects, stand out. Báguano is considered to have a sustained work.
The Governor recognizes the sustained work but emphasized on the need of fighting illegalities, pf increasing production results in sugar cane, milk and meat, housing, and above all in the infant mortality rate.
The Pcc First Secretary recognizes Báguano but affirms that it can increase production to be self-sufficient and support other municipalities, which would influence its commercial production. Also to combat cattle theft and slaughter.
The First Secretary calls the attention on the situation of the covid-19 in the province, -considered unfavorable-, for that reason, he asks to reduce peoples movement and to create spaces to fight the novel coronavirus. On the fight against the blockade so that everyone from their own position can express their rejection of this imperial measure even in the midst of the pandemic and that Cuba will take to the UN Assembly.
