
The Provincial Council of the People's Power met at the Government headquarters, through videoconference, with the participation of the members from the 14 municipalities of Holguin province as part of the measures taken to prevent Covid-19.
With the participation of Ernesto Santiesteban Velazquez, first secretary of the Provincial Party Bureau, and presided over by governor Julio Cesar Estupiñan Rodriguez, the meeting checked the agreements of previous meetings, the orientations of the State, Party and Government and the evaluation and/or approval of activities proposed by the administrative entities, among others issues.
Regarding the proposed activities, he highlighted the approval of the project "Improvement of the leadership and participation of women in Cuba in the Renewable Energy Sector" and the Plan for the Distribution of Middle Level Graduates (mid-level technicians), corresponding to February 2021.
The former, led by the Cuban Electricity Board and to be implemented by the provincial branch of the Electricity Company, is financed by the Department of Foreign Affairs, Trade and Development of Canada and the Sherritt International Corporation, with a value of more than 7 million 250 thousand Canadian dollars and a local contribution of almost 3 million Cuban pesos contributed by UNE.
The project, to be developed for a 5 year period (2021-2025), aims at increasing the social and economic growth of women and vulnerable communities through the use of renewable energy in Cuba, in addition to benefiting the province, specifically the municipality of Moa with the rehabilitation and modernization of the hydroelectric plant located in La Melba, and the installation of 96 solar heaters at the day care centers "Dulces Caricias" (8), "Florecitas del Atlantico" (8), "Pequeños Constructores" (8), "Pequeños Industriales" (8), "Tierno Amanecer" (8), "Los Mineritos" (8), Hospital "Guillermo Luis" (40), Home for the Elderly (2), Maternity Home (4) and a Community Doctor's Office (2).
Regarding the young people who will graduate in February, the opinion went on the need of aiding each one of the newly garduated ones, since sometimes these young people arrive at entities and are not even indroduced to the group or do not receive all the support.
Later, the members of the Council submitted for approval the Plan for the Economy and the Provincial Budget for 2021, whose main premises are to promote the production of food, goods and services, to reduce imports and promote national production, among others.
As main key areas for this period in Holguin are the Integrated Logistics of transport with storage and efficient trade. Domestic Trade and analysis of money circulation in the Retail Market. The Financial System and the behavior of the main economic indicators. Construction and the analysis of the main investment indicators. And Energy and the indicators of the energy carriers in the local subordination.
The peopole attending the meeting analyzed the treatment of the voters' proposals by the entities and organizations of the province, with the participation of the 15 of the entities with greater incidence, with large debates due to the elimination of an important group of the actions foreseen for 2020 due to the world economic crisis and Covid-19.
"We have the commitment to move forward as much as we can in the solution to all those problems. We must also better explain the causes of non-solution issues in those cases where it is not possible to act due to the lack of resources. But the idea is how to solve the problems of the population in a better way", expressed Estupiñan Rodriguez.

Then, Sugar and Prospective Development programs for the production of sugar cane, sugar and its by-products for the 2020-2030 period were evaluated, as well as the main challenges for production today.
On this last topic, Reina Salermo Escalona, head of the Holguin Sugar Enterprise, spoke about the difficulties, mainly at "Fernando de Dios" and "Urbano Noris" sugar mills. The most complex situation is in the tires, which affect cane supply and the problems with the dumpers.
Before concluding, the participants evaluated the Strategy for the recovery, perspectives and projection of the Lesser Cattle Program, the Historical Memory Program and the annual assessment of the behavior of indiscipline, illegalities and crimes for the year 2020.
